PROBLEM TO BE SOLVED: To provide measures against two or more votes by an elector, leakage and illegal vote acts related to card information, and vote leakage and illegal acts in a public telephone system.;SOLUTION: A public telephone apparatus for vote has vote card reading means of acquiring ID information, an authentication auxiliary unit to acquire comparison information on fingerprints, and electronic vote generation means of generating a result of votes. In addition, the public telephone apparatus for vote also has a public telephone box for vote to notify abnormal open lock of a locking door, an elector image acquisition camera to take images of electors, and vote operation management means for authentication and vote operations. An election management center apparatus has elector information management means of storing and comparing authentication information for vote and vote history, candidate information management means. Also, the election management center apparatus has election monitoring means of requesting cancellation of two or more votes by an elector, monitoring elector images, and recording and notifying of information when receiving an unusual report.
