PURPOSE: A hot rolled low alloy steel that contains a trace amount of Co and W is provided, which has good corrosion resistance against carbon dioxide and hydrogen induced cracking resistance. CONSTITUTION: The hot rolled low alloy steel comprises C 0.01 to 0.07 wt.%, 0.1 to 0.3 wt.% or less of Si, Mn 0.5 to 1.5 wt.%, 0.015 wt.% or less of P, 0.001 wt.% or less of Si, 0.05 wt.% or less of Al, 0.06 wt.% or less of at least one elements selected from Nb and Ti, Ca 0.001 to 0.005 wt.%, Co 0.5 to 1.5 wt.%, W 0.1 to 0.5 wt.% and a balance of Fe.
