The method involves encoding detail-rich image content with a high quantization factor and detail-poor content with a lower quantization factor. A control unit sets the quantization factors for an image group or for individual images and/or their extracts to achieve a defined image quality so that the time-averaged bit rates produced for the successive image groups, etc. are equal to a predefined or pre-set mean bit rate.
