PPROBLEM TO BE SOLVED: To provide an electrodeposition type display device capable of preventing reduction in a display function and to provide an electrodeposition type display panel and its manufacturing method. PSOLUTION: An exfoliation preventing layer 20 is formed by subjecting a transparent substrate 11 to surface treatment and adhesively stuck to an electrolyte layer 15 to the necessary and sufficient extent. The exfoliation preventing layer 20 is adhesively stuck to the electrolyte layer by affinity of a hydrogen bond, an ionic bond and the like without depending on a covalent bond at the boundary between the exfoliation preventing layer and the electrolyte layer 15. Exfoliation due to impact is net generated and a deposition or dissolution reaction of metal goes on reversibly and smoothly at the boundary between the electrolyte layer 15 and the transparent substrate 11.
