PPROBLEM TO BE SOLVED: To improve accuracy for extracting a ship candidate area from satellite image data in a ship image processing system for extracting the ship candidate area. PSOLUTION: A frame determination part 4 sets a pixel detected as a ship candidate from input image data as a representative point and determines a frame of a prescribed range surrounding the representative point. An area pixel extraction processing part 5 extracts a first area of a pixel group having a pixel value of a prescribed threshold and more out of pixels existing in the frame and a second area of a pixel group having a pixel value of the prescribed threshold and more out of pixels existing in the outside of the frame and adjacent to the frame by at least one point and constituted so that respective pixels are adjacent to each other and extracts a ship candidate area by mutually combining the first and second areas.
