PROBLEM TO BE SOLVED: To provide a digital video processor which is improved so as to obtain an output compressed video signal for indicating a continuous output picture by providing a motion vector processor for obtaining an output picture motion vector from an input picture motion vector. ;SOLUTION: A continuous motion vector of an IB input sequence (for example, a set of motion vectors a to d) is temporarily stored in each buffer memory 100. A timing and control unit (a motion vector processor) 110 receives data for specifying a position in an input and output frame sequences. A vector tester (a motion vector processor) 120 confirms which of the vectors that is possible to exist exists in input signals with regard to each block of an output frame.
