PROBLEM TO BE SOLVED: To make a textured film solid cleanser holder.;SOLUTION: A cleanser supply conveyer 2 is mounted on a first frame structure 3 and includes a plurality of cleanser holding pockets. A film feeder is mounted on a stand 7, and a cleanser holder forming device 31 including upper and lower rolls 5 and 6 for unwinding the film is mounted on a second frame structure 35 provided close to a discharging end 36 of the supply conveyer. A cleanser holder sealer 41, a cleanser holder cutter 59, a film creasing device 84, a waste film conveyer 98 are mounted on the second frame structure in a longitudinal arrangement with respect to the cleanser forming device. A tension roller 100 and film tension devices 100a-d are provided in a film path.
