PROBLEM TO BE SOLVED: To provide an electro-optical device that reduces electric power consumption.;SOLUTION: An organic EL display is provided with a pixel circuit 20 (20R, 20G, 20B) at the intersection of each canning line Y1 to Yn and each data line. The organic EL display is further equipped with a shift register 12a and a decoder circuit 13a. The shift register 12a sequentially selects each scanning line in response to clock signals CLK1, CLK2. The decoder circuit 13a inputs an address signal ADn and properly selects any one of the scanning lines on the basis of the address signal ADn. In displaying moving pictures, the shift register 12a is used to sequentially select the scanning lines.
