PROBLEM TO BE SOLVED: To obtain the inflow of raw water to a batch water treatment apparatus without using an expensive flow meter. SOLUTION: The total quantity of the raw water pumped into a flow rate adjusting tank 12 from a raw water tank 11 by a raw water pump P1 in the sampling cycle of a necessary time width in which mass balance is established so as to equalize a water quantity flowing into the tank 12 to a water quantity discharged from batch tanks No.1 and No.2 is divided by a total working time during which the pump P1 in the sampling cycle to obtain the discharge Qi [m3/h] of the pump P1.
