A non-toxic oil-in-water or bicontinuous microemulsion as a vehicle for administration of one or more active compounds having a low solubility in water, which microemulsion contains a polar phase containing water and optionally an agent for obtaining isotonic conditions, and one or more components (modifiers) for adjusting the polarity of the polar phase, a surfactant film modifier, which is an alcohol with 2-3 carbon atoms, a non- polar phase consisting of at least one pharmaceutically acceptable oil and a mixture of a hydrophilic surfactant and a hydrophobic surfactant up to 15% by weight of the total microemulsion, wherein the hydrophobic surfactant is chosen from a group consisting of lecithin, sphingolipids or galacto lipids. 1326 א' בתמוז התשס" ד - June 20, 2004
