PURPOSE: A base station, a wireless communication system, and a communication method are provided to classify packets into quantitative guarantee-type packets and relative guarantee-type packets, and to control a transmission order of all the quantitative guarantee-type packets and the relative guarantee-type packets, thereby properly controlling a packet transmission. CONSTITUTION: A packet classification unit(14a) classifies packets received from plural mobile stations and packets to be transmitted to the plural mobile stations into quantitative guarantee-type packets having request values for communication quality and relative guarantee-type packets which do not have the request values. A transmission order controller controls a transmission order of all the classified quantitative guarantee-type packets and the relative guarantee-type packets.
