PURPOSE: An apparatus for testing softer hand-off of a mobile communication base station, a system thereof and a method thereof, and a computer-readable recording medium having a program for performing the method are provided to reduce the cost and time by testing and confirming inter-sector softer hand-off of a base station at a remote office. CONSTITUTION: A signal variant part(44) gradually amplifies or gradually attenuates the strength of pilot signals by a plurality of sectors, received from a base station, to virtually realize movement of a mobile communication terminal. A test mobile module(46) receives the gradually amplified or gradually attenuated pilot signals for judging sensitivity of each pilot signal and transmitting a traffic channel change signal to the base station for softer hand-off to a sector having the best sensitivity. A signal multiplexing part(45) multiplexes the pilot signals by sectors received from the signal variant part(44) to transmit the multiplexed pilot signals to the test mobile module. A main processor performs a softer hand-off test process by controlling each part including the signal variant part(44) and the test mobile module(46), and transmits test data according to the performed softer hand-off test to a server.
