PPROBLEM TO BE SOLVED: To provide a soil solidifying material which is effective to promote seed germination, seedling growth, etc., keeps these effects sustainedly, and can be easily handled in a work and to provide a method for promoting seed germination and seedling growth by using the soil solidifying material. PSOLUTION: The soil solidifying material used is one essentially consisting of a film-forming material and water, wherein the film-forming material has a glass transition point in the range of -200 to 0C. There are also provided (a) a method for promoting the germination of seeds to be cultivated and the growth of seedlings to be cultivated by spraying the soil solidifying material over the surface of the soil, (b) a method for promoting the germination of seeds to be cultivated and the growth of seedlings to be cultivated by spraying the soil solidifying material over the surface of the soil, transplanting the seedlings in the soil or seeding the seeds in the soil, and cultivating them, and (c) a method for promoting seedling growth by spraying the soil solidifying material over the surface of the soil in which the seedlings are cultivated or over the surface of the soil containing the seedlings.
