PROBLEM TO BE SOLVED: To provide an arithmetic device for an absolute difference, which facilitates an efficient structure of an absolute difference calculating unit having a tree-like structure, and provide a motion estimation apparatus and a motion picture encoding apparatus using the same.;SOLUTION: Carry-out values output from multiple pseudo absolute difference calculating units for calculating the absolute difference are input to each adder in an adder tree as carry-in values, and calculations are then performed.
