PROBLEM TO BE SOLVED: To provide a method for inhibiting an elastase and a cathepsin G in a mammal.;SOLUTION: The drug for inhibiting the neutrophil elastase and the cathepsin G in the mammal, is a drug comprising a therapeutic effective dose of non-anticoagulant sulfated heparin, which is prepared by removing a 2-O-sulfate group of an α-L-iduronic acid-2-sulfate sugar unit of a heparin through alkali hydrolysis.
