PROBLEM TO BE SOLVED: To solve a problem in conventional operation management notification supporting technology wherein it cannot apply a communication method getting the cooperation of non-coping personnel, as dynamic arrangement of coping personnel under consideration of coping level to failure can not be taken, and the communication can not be properly performed in correspondence with working actual condition of the coping personnel.;SOLUTION: This system comprises a coping level determining means for determining the coping level as indicators of importance and urgency in coping on the basis of notification information to an operation manager and the relative environmental information, a coping personnel selecting means for selecting the coping personnel on the basis of the coping level and the coping personnel information, a notification media selecting means for selecting a notification media on the basis of the personnel attribute information by every coping personnel, a means for creating the notification information to the coping personnel by using the selected notification media, and a notification means for notifying the coping personnel selected by the notification media, of the notification information to the coping personnel.
