PURPOSE: To provide a hard coating film for cutting tools, the hard coating film for improving wear resistance of high hardness quenched steel represented by SKD11, etc. that have conventionally had insufficient wear resistance by improving wear resistance compared with a conventional hard coating film for cutting tools. CONSTITUTION: The hard coating film for cutting tools comprises a first film that is formed directly on the surface of a matrix of the cutting tools and contains Ti as a metal element and one or two of N and C as non-metal elements; and a second film formed on the first film as an uppermost layer of which metal and semi-metal components are nitrides, carbon nitrides, oxygen nitrides or oxygen carbon nitrides having a chemical composition represented by Ti(100-x-y)Cr(x)Si(y) in atom%, where x: 10=Cr=30, y: 10=Si=40.
