PURPOSE: Provided are a composition for preventing hair-loss and promoting hair-growth using the extract of medicinal herbs and a method for manufacturing the same. The composition nourishes hair and scalp to prevent hair loss and hair growth. CONSTITUTION: The composition for preventing hair-loss and promoting hair-growth is characterized by containing the extract of medicinal herbs composed of ginseng 30%, mulberry leaves 20%, pine needles 20%, licorice roots 15%, P. japonica 10% and Polygonum multiflorum Thunb. 5%, wherein the extract is obtained by extracting the medicinal herbs in 50L of water, followed by double boiling at low temperature under reduced pressure.
