Purpose: for automatically detecting and showing that a kind of system of a disaster alarm boadcast is provided to the beginning opening one initial signal of television applications expression disaster alarm by compulsion and broadcasting. Construction: being mounted on a TV or on a top setting box a decoder and a microcomputer detects an initial signal, indicates the beginning of disaster alarm broadcast. If initial signal is detected, it is mounted on TV or on top setting box decoder and a power tester (104) judges whether that TV is opened or closed. If initial signal is detected, TV is turned on, the current state of decoder and power tester maintenance TV. If initial signal is detected, TV is turned off, and decoder and power tester control TV are turned on.
