PROBLEM TO BE SOLVED: To provide monitoring technology capable of flexibly utilizing monitor information around a site by performing circular monitoring and quickly coping with an occurring situation on the site where a crime, an accident, a fault, or the like is practically occurs.;SOLUTION: A monitoring camera for communicating monitored information in a monitoring range to a receiver is provided with a communication interface part for communicating the result of image processing to the receiver and a control part for controlling image processing and the communication of the image processing result in accordance with presence of a signal transmitted from the receiver when the receiver is present in the monitoring range. When receiving the signal from the receiver, the control part controls the image processing part so as to execute first image processing indicating first monitored information and communicate the result of the first image processing to the receiver in real time, and when the signal is not received, controls the image processing part so as to execute second image processing indicating second simple monitor information on the basis of the first monitored information and collectively communicate second image processing results stored in each fixed time length to the receiver.;COPYRIGHT: (C)2006,JPO&NCIPI
