PROBLEM TO BE SOLVED: To enable the minimization of a circuit area by getting a smallest solution of the circuit area among status assignment solution candidates.;SOLUTION: A state assignment optimizer 4 of a synchronous sequential circuit includes an attention path determination method 41, attention path feature analysis method 42, determination method 43, solution candidate decision method 44 and circuit area comparing method 45. The method 41 specifies the attention path which has a big effect on the area by using circuit diagram information from a circuit conversion means 3. The method 42 analyzes the feature of the attention path from the circuit diagram information of the attention path. The method 43 determines which status transition of a truth value table the attention path reflects from the feature of the attention path. The method 44 outputs status assignment solution candidates which is decided from the status transition reflected by the attention path into the circuit conversion means 3 which is out of the device.
