PROBLEM TO BE SOLVED: To provide a neutralizing device and a neutralizing method capable of easily removing positive and negative areas mixedly present at narrow intervals on one surface or both surfaces of an electric-insulating sheet.;SOLUTION: This neutralizing device for an electric-insulating sheet comprises at least two neutralizing units SU provided on the moving route of an electric-insulating sheet S at intervals in the moving direction of the sheet S. Each neutralizing unit SU has a first electrode unit EUd disposed on the first surface 100 side of the sheet S and a second electrode unit EUf disposed on the second surface 200 side of the sheet. A D.C. potential difference is imparted to a first ion generation electrode 5d in relation to a second ion generation electrode 5f and, when a total number of the neutralizing units is n (n: integer of at least two), the polarity of the potential difference in at least n/4 (fractional portion rounded up) neutralizing units out of n neutralizing units is set reverse to that of the difference in the other neutralizing units SU.;COPYRIGHT: (C)2006,JPO&NCIPI
