The image-coding apparatus (10) is provided with: a motion-prediction-correction circuit (36), which performs motion -prediction-correction independently for each still image in a composite-still image that is obtained by forming a boundary between and connecting the respective still images that make up a plurality of different moving images; a quantization circuit (32), which performs quantization for each still image based on the results of motion prediction correction for each still image; a variable-length coding circuit (25), which codes each respective moving image by coding each of the still images based on the quantization results for each still image; and a control circuit (22), which performs control such that motion prediction correction, quantization and coding are repeated for a plurality of successive composite-still images.
