PURPOSE: A vegetation retaining wall structure and a method for constructing a black retaining wall are provided to supply a maximum sand filled-in space in a unit block or a rear space, to assemble and install foundation blocks being same with the outer form of an Omega block, a Y block, and a wire block and the half height of an existing Y block, accordingly to considerably improve a structural function by inter-locking blocks in front and in the rear, left and right, and up and down, and to actively restore the ecosystem of the waterside. CONSTITUTION: A vegetation revetment is composed of an Omega block(1), a Y block(2), and a foundation block(3). The Omega block has various uneven parts(10) in the front, an outer uneven groove unit(11) from the upside of a unit block to the half height thereof at both sides, an inner uneven groove unit(12) formed over the total height of each block at inner both sides, and a floor slab mounted on an inner floor of the outside connected with a space at which the inner uneven groove unit is formed from the bottom of the block to the half height thereof. In addition, the outer and inner uneven groove units are made into a trapezoid to make an inner width larger than an outer width. The Y block of which the height of the unit block is identical with the Omega block has a front plate of the unit block being same with the standard of the inner uneven groove unit of the Omega block and makes the front plate into the trapezoid to closely insert the front plate into the inner uneven groove unit, and wing plates(22) formed outward at both ends of the unit block with constant length. The foundation block is the same form and standard with the Y block and the half height thereof.
