PROBLEM TO BE SOLVED: To provide a method for recovering the performance of a low-polluting coating film which, when an automobile body or the like on which a clear coating film containing a functional ladder silicone compound and being excellent in pollution resistance is formed as an outermost surface layer coating film is stored outdoors and a bird dropping or the like is stuck thereto, can easily remove the bird dropping and prevent the coating film surface from being damaged by wiping the coating film surface beforehand with a prescribed stain-proofing restorer, and a low polluting coating film treated by the above method.;SOLUTION: In this method for recovering the performance of a low-polluting coating film, the outermost surface layer coating film formed on a substrate by a low-polluting clear coating film containing the functional ladder silicone compound is wiped by using the stain-proofing restorer containing 40 mass% or more of at least one of organic solvent selected from a group consisting of isopropyl alcohol, isobutyl alcohol, and n-propyl alcohol.;COPYRIGHT: (C)2003,JPO
