The present invention provides a sub-micronic particle stabilizing solution which comprises an aqueous extract of macerated biological cells having pH of 5.5 to 7.5, open circuit potential between +0.02 to +0.2 volt, temperature between 20 degrees to 30 degrees Celsius and concentration of total organic carbon being at least 18,000 ppm. The biological cells are selected from plant cells of plant tissue, animal cells of animal tissue and microbial cells. The present invention also provides a method for making the stabilizing solution and a method of stabilizing sub-micronic metal particles.
