Thermo-electromechanical system comprising two winding devices (A) superimposed on top of each other, each with its respective fire-resistant casing (A¿) with internal burners (7) of natural gas, capable of winding, in a corresponding central mandrel (6) by means of pairs of inlet and outlet cylinders (2), a pre-formed strap (a) with a thickness between 30 and 8 mm for a roughing mill that is directly connected to a casting train for thin roughing, and subsequently rotate on itself and unwind said pre-formed strap to allow entry to the next sheeter and finishing rolling train, characterized in that - said winding devices (A) are provided with natural gas burners (4), - said internal burners (7) are capable of optimizing the temperature of the pre-formed strip (a) for entry into the finished rolling train, by means of an appropriate control software also equipped with an algorithm capable of changing the flow of the burners to automatically achieve a stable and uniform temperature between the front and rear ends of the strap both when it is rolled and when it is unwound depending on the type of the pre-formed strap (a) and the characteristics that are intended to be obtained in the finished product; - said external burners (4) are able to homogenize through a special control software the temperature of the pre-formed strip (a) along its entire length from the coiled core to the end of the tail part (c), which remains outside , ensuring the complete uniformity of the mechanical and geometric characteristics of the product, which respond to changes in temperature; - actuator means are provided for the rotation of the mandrel (6) of the upper and lower winding devices (A) being controlled both during winding and during unwinding by special algorithms of the control software to accelerate or decelerate the winding of a strap preformed; - the control means are provided to control the speed of said pre-formed strap (a) both during winding and unwinding, consisting of special process software in order to avoid stretching or compression of pre-formed strap, which could impair quality geometric of the final product; and - means are provided for the operation of the stop of the mandrel (6) leaving said tail end (c) of the preformed strap, during winding, outside said winding devices (A) and said pairs of cylinders (2 ) for a length between 0 and 800 mm, thus making it easier, during a consecutive unwind, its entry to the husking and the following finishing laminate to the finishing rolling train.
