PROBLEM TO BE SOLVED: To provide a guard device, monitoring system, abnormality determination method, and abnormality determination program capable of efficiently detecting abnormality on a crowded location.;SOLUTION: A pedestrian detecting section 103 detects a pedestrian from an image information photographed by a monitoring camera 101. An eye direction detecting section 105 detects eye directions indicating a watching direction of the pedestrian for each pedestrian detected by the pedestrian detecting section 103 on the basis of the image information. An abnormality determination section 108 determines abnormality when the eye directions detected by the eye detecting section 105 gather on a prescribed zone.
