PPROBLEM TO BE SOLVED: To output stability indicating whether a constituted processing procedure is stable or not even when brightness in a plurality of original images is varied. PSOLUTION: A stability verifying means 21 calculates the number of picture elements of a base processing image provided by executing processings according to the processing procedure, and the number of picture elements in a modification-processed image obtained by processing the original image with a plurality of processings according to a modification processing procedure in which the predetermined processing is changed out of the plurality of processings according to the processing procedure, and the stability is calculated and output, based on a ratio of the number of the picture elements in the modification-processed image to the number of the picture elements of the base processing image. It is notified thereby whether the image provided by executing the plurality of processings according to the processing procedure is an image obtained by the plurality of processings according to the processing procedure stabilized against the variety of brightness or not.
