PPROBLEM TO BE SOLVED: To provide filtering processing in a processing procedure, and to extract the processing procedure for generating a highly reliable image. PSOLUTION: A filtering processing generating means 20 generates the filtering processing for removing components having a feature amount larger than a feature amount in an area corresponding to a sample pattern 12 and a feature amount smaller than it therein, based on an image obtained by executing a plurality of processings according to the processing procedure to an original image. The filtering processing is executed, and the image obtained by executing the plurality of processings according to the processing procedure is processed to remove the noise components having features quite different from the sample pattern out of the components included in the image. The filtering processing is used as one of the plurality of processings according to the processing procedure for extracting a pattern similarly near to the sample pattern 12 from the original image 11 to constitute the processing procedure for generating the highly reliable image.
