In the present invention, there is disclosed a recombinant DNA molecule containing a sequence encoding novel IFNAR1 receptor-binding protein that can be induced by IFN-{alpha} or IFN-{beta} and that influences cellular response to IFN stimulus. DNA encoding such proteins in either the sense or anti-sense orientation can be administered to either enhance or inhibit the cellular response to interferon. Antibodies to the proteins can be used for isolation of new proteins or for immunodetection thereof.
