An intelligent traffic control system and a controlling method thereof are provided to enable an operator of a carrier to enter or escape to/from one or more traffic areas by supplying fee information to a controller before entering the traffic areas. An intelligent traffic control system includes a carrier(14) and a server(40). The carrier includes a controller(12) that provides position data of the carrier and carrier detail data. The server communicated with the controller, defines one or more traffic areas based on traffic flowing data, and uses one or more traffic areas, the position data and the carrier detail data in order to determine fee required for operation of the carrier in the one or more traffic areas.
