A fermenter and a kimchi storage apparatus having the same are provided to enhance a fermentation efficiency by winding a heater around the circumferential surface of an inner case in which an ingredient to be fermented is held. A fermenter comprises: an outer case; an inner case(30) which is installed inside the outer case, and of which the circumferential surface is wound with a fermentation heater(33); a receiving plate(50) which holds a container having an ingredient to be fermented, wherein the container is held in the inner case; and a power device(70) which is installed inside the outer case and rotates the inner case or the receiving plate. A kimchi storage apparatus having the fermenter comprises: a main case; an inner case which is installed inside the main case, and of which the circumferential surface is wound with a heater and an evaporator; a fermentation case which is installed inside the main case and holds an ingredient to be fermented, and of which the circumferential surface is wound with a fermentation heater; a receiving plate which holds a container having the ingredient to be fermented, wherein the container is held in the fermentation case; and a power device which is installed inside the main case and rotates the fermentation case or the receiving plate.
