A method for preparing a high strength titania sol is provided to substantially improve adhesive force between a titania sol and a substrate and strength and hardness of a coating surface, lower preparation costs greatly, easily control a photocatalytic sol in an artificial manner, form a high strength surface coating even at room temperature, greatly improve activities of photocatalytic particles even in a light source with various visible light ranges, and prevent deterioration of photocatalytic activities although a photocatalyst and a binder are bonded. A method for preparing a titania sol comprises the steps of: 1) mixing distilled water with titanium dioxide to prepare a titanium dioxide mixed solution; 2) irradiating ultraviolet rays onto the titanium dioxide mixed solution and adding one or more compounds selected from the group consisting of copper(II) nitrate(Cu(NO3)2), thiourea(CH4N2S), urea(CO(NH2)2), cobalt nitrate(Co(NO3)2), magnesium nitrate(Mg(NO3)2), and iron(II) nirate(Fe(NO3)2) to the titanium dioxide mixed solution to prepare a compound mixed solution; 3) irradiating ultraviolet rays onto the compound mixed solution, stirring the compound mixed solution to decompose the compounds, and dispersing particles of one or more of pure copper, iron, cobalt, nitrogen and sulfur into the titanium dioxide mixed solution to prepare a titanium dioxide-particle mixed solution; 4) adding sodium meta phosphate or cethyl trimethyl ammonium chloride to the titanium dioxide-particle mixed solution to prepare a dispersion; and 5) adding zirconia beads into the dispersion, and milling the mixture. A method for preparing a high strength inorganic binder solution comprises the steps of: 1) mixing distilled water, hydrogen peroxide, and TTIP(titanium tetraisopropoxide) to prepare a TTIP solution; 2) mixing and stirring distilled water, TEOS(tetraethyl orthosilicate), and phosphoric acid(H3PO4) to prepare a TEOS solution; and 3) mixing and stirring the TTIP solution and the TEOS solution. A method for preparing a high strength titania sol having an air purification function and hydrophilic properties comprises the steps of: mixing the titania sol with the high strength inorganic binder solution at a volume ratio of 1:9 to 9:1; and stirring the mixed solution at room temperature.
