PROBLEM TO BE SOLVED: To always perform appropriate excision while securing the safety without depending on an operator.;SOLUTION: When a hand operating part 19 is pulled, an operation force detection sensor 31 detects the operation force applied to an operation wire 16 when a snare loop 17 is narrowed at a reference speed, and outputs the detected operation force Fd to a control part 36. The control part 36 reads the reference operation force Fs from a memory 37, and determines whether the detected operation force Fd is equivalent to the reference operation force Fs or not. If the detected operation force Fd is equivalent to the reference operation force Fs, driving of a motor 33 is stopped, and a rotation shaft 33a and a pulley 34 are made to freely rotate. On the other hand, if the detected operation force Fd is not equivalent to the reference operation force Fs, the control part 36 controls the driving of the motor 33 so that the auxiliary force Fa (= the reference operation force Fs - the detected operation force Fd) in the pushing direction A or in the pulling direction B is applied to the operation wire 16.
