PROBLEM TO BE SOLVED: To provide a speed controller of a continuous steel strip processing line for preventing the stoppage of the continuous steel strip processing line as much as possible within the capacity of a given looper, and a device for predicting a passing speed, a method of controlling the speed of the continuous steel strip processing line using the same and a method of manufacturing the steel strip.;SOLUTION: In the device 70 for predicting the passing speed which is annexed to this continuous steel strip processing line 1, the future passing speed in each section, the future position of each looper, the future position of a connected point of the steel strips on the line, etc. are predicted and calculated on the basis of the present line information which are obtained from a computer 40 for controlling the line with its guidance computer 50 and their results are displayed on a screen with a display 60.
