PROBLEM TO BE SOLVED: To prevent concentration of access from record acquisition entities, and restrain record acquisition from queues resulting in continuous failures, for fixed cycles or fixed time.;SOLUTION: Each record acquisition entity does not acquire any records but decrements a slew counter according to an increase rate if the slew counter is a positive value, and when the slew counter becomes zero, tries record acquisition and, if encountering N continuous failures, sets a positive value of the slew counter to disable the next record acquisition.
