PROBLEM TO BE SOLVED: To provide a charge adjustment unit capable of measuring the alcohol concentration of a driver continuously and instantly, and a vehicle entry/exit management system capable of inhibiting entry to a general road from a car park when the measured alcohol concentration exceeds a specified value.;SOLUTION: A charge adjustment control unit 11 includes an alcohol detector for measuring the alcohol concentration in the breath of the driver, and an alcohol detection unit 15 having a pressure sensor for detecting that the breath pressure of the driver reaches a predetermined pressure. When adjusting a parking charge, if the alcohol concentration included in the driver breath exceeds a specified value, a decent of a locking plate installed in a car cabin is inhibited, so as to restrict the exit of the vehicle.;COPYRIGHT: (C)2009,JPO&INPIT
