PROBLEM TO BE SOLVED: To provide a measuring device for effectively improving performance of a standard cell by using a built-in circuit when verifying performance of a standard cell library which is passed through TEG by measuring it.;SOLUTION: As shown in the figure 5, this measuring device for improving performance of the standard cell library includes a ring oscillator block 401 which is activated by an enable signal input from the outside to output measured output values, a decoder 402 which selectively outputs one or more of the measured result values output from each ring oscillator block, and a statistic assistor 403 which receives the output of the decoder within a fixed zone and outputs the average of the maximum value and the minimum value of the input value.;COPYRIGHT: (C)2009,JPO&INPIT
