PROBLEM TO BE SOLVED: To provide a plasma display panel protection film comprising a magnesium-oxide containing film whose surface is covered with magnesium oxide particles, its manufacturing method, and a plasma display panel equipped with the protection film.;SOLUTION: The protection film has a magnesium-oxide containing film whose surface is covered with magnesium-oxide containing particles which have magnesium vacancy impurity centers. The method of manufacturing the protection film and a plasma display equipped with the protection film are also provided. The protection film having a magnesium-oxide containing film whose surface is covered with magnesium-oxide containing particles is resistant to plasma ions and has a high electron emission effect.
