PROBLEM TO BE SOLVED: To eliminate the stress of a user utilizing various cellular phones and information terminal devices caused by enabling only the various cellular phones and information terminal devices of the same types or of the same cellular phone company to view a motion picture.;SOLUTION: In this a motion picture file data automatic conversion and input/output apparatus dedicated to various cellular phones and information terminal devices, the application of motion picture file data conversion is accepted from a user terminal (such as personal computer, portable telephone or personal digital assistant) via an information communication terminal. The conversion is performed with high image quality while reducing to a minimum the deterioration of high speed and image quality in motion picture file data capable of viewing an optimal motion picture for the various cellular phones and information terminal devices utilized by the user.
