PROBLEM TO BE SOLVED: To provide an optical substrate which is suitable for mass production and can simply and highly precisely obtain an optical connection between an optical element and an optical waveguide in manufacturing the optical substrate using the optical waveguide, and to provide a method of manufacturing the optical substrate.;SOLUTION: The optical substrate has a base member having translucency and the optical waveguide, wherein the optical waveguide has edge parts projected to both side faces thereof, and guides are provided in parallel to the optical waveguide to support the edge parts from the bottom on the base member.
