PROBLEM TO BE SOLVED: To pay public utility charge through an automatic teller machine by making it possible to transmit and receive public utility charge information by customers between a public organization computer and a financial institution computer and obtaining the public utility information from an automatic transaction card, where information regarding access to the public organization computer is registered. SOLUTION: A public organization host computer 13 manages public utility information by customers, and a financial institution host computer 9 manages the account numbers, balances, etc., of the customers and the amounts of money paid to the public utility organization. Further, an automatic device 8, which performs various transactions according to customer's operation, is equipped with an interface part 7, information can be transmitted among those devices 8, 9, and 13, and the automatic transaction device 8 registers information regarding access to the public organization host computer 13 on a card used for the transactions. Then the automatic transaction device 8 uses the access information obtained from the card and acquires public utility charge information on a customer, managed by the public organization host computer 14, to pay the public utility charges.
