The ball dispenser 200 includes a means for transmitting a bit string representing the number of balls lent, which relates to the number of balls lent at the game machines 100, to the management device 300, and a means for transmitting at least one bit string out of bit strings representing the number of out balls, which relates to the number of out balls, and bit strings representing the number of safe balls, which relates to the number of safe balls, to the management device 300.
