A base sheet (11) of elastic material is stretched, and the intermediate portion of a hair segment is caught by reciprocating needles (41a) to form a shape-retainable turn (30a) at said intermediate portion. The turn remains on one side of the base sheet and secured to said one side with a first adhesive layer (111), whereas a pair of lengthwise hair extensions (30b) extending from the opposite ends of the turn pass through holes (11a), formed by penetration of the needles during elevation thereof, to beyond the other side of the base sheet. After a predetermined number of the hair segments are transplanted and secured to the base sheet, the stretched condition of the base sheet is released or loosened, so that it contracts due to elasticity to thereby reduce diameter of the holes. Then, a second adhesive layer (112) is formed entirely on the said one side of the base sheet for fitting on a human skin.
