An emergency disaster alarm system including a disaster measuring device with a self diagnosis and an operating method thereof are provided to maintain the disaster preventing function by measuring a defect quickly in a measuring terminal by including a rain gauge with a self diagnosis and an alarm function. A rainfall measuring device is installed in a disaster expectation area and makes meteorological observations. A rainfall measuring device includes a rainfall sensing module(450) and a rainfall measuring module(500). The rainfall sensing module senses the change of the magnetism according to the swinging of the permanent magnet and generates the electric signal. The rainfall sensing module includes a power unit and a sensing unit. The rainfall measuring module writes the observation information by receiving the electric signal and makes the state information by comparing the current size of the electric signal with the predetermined current range. The rainfall measuring module includes a receiver, a reference voltage generator, a signal reader, an output unit and a display module(600).
