The device according to claim 1, wherein the feedback comprises measuring the quality of the signals or measuring the power of the received signals. ! 5. The device according to claim 2, in which at least one processor is configured! to determine the transmit power level for each of the multiple base stations based on PC commands received from the base station, and! to select a serving base station based on transmission power levels for multiple base stations. ! 6. The device according to claim 5, in which at least one processor is configured! to select the base station with the lowest transmit power level as the serving base station. ! 7. The device according to claim 2, in which at least one processor is configured! to determine the percentage of power down commands for each of the many base stations, and! to select a serving base station based on the percentage of power down commands for multiple base stations. ! 8.
