PPROBLEM TO BE SOLVED: To provide an underfloor temperature controller capable of always controlling temperature of a room requiring of full-time control to proper temperature in heating of each the room, capable of controlling temperature of a room except the room to a vaguely warm degree, allowing acquisition of heating effect similar to floor heating, and using heat stored by low-cost midnight power. PSOLUTION: This underfloor temperature controller comprises: a heat radiator 11 installed in an underfloor space of a building H; and a heat radiation pipe 12 provided inside an earthen floor H2 of the building H. The heat radiator 11 and the heat radiation pipe 12 are connected to the middle of a circulation pipe 40. The circulation pipe 40 is connected to a hot water storage tank 30 storing hot water connected to a heat pump device 20 to be heated such that the hot water of the hot water storage tank 30 can independently circulate through the heat radiator 11 and the heat radiation pipe 12.
