PROBLEM TO BE SOLVED: To provide a coating agent for forming an anticlouding film excellent in water resistance, abrasion resistance and anticlouding performance, capable of retaining the anticlouding film over long period of time, and also to provide a method for forming an anticlouding film.;SOLUTION: A two pack curable coating agent for forming an anticlouding film comprises a coating agent A containing an isocyanate component with an isocyanate group and a coating agent B containing a polyol component and a surfactant having a group reactive with the isocyanate group.
