PROBLEM TO BE SOLVED: To provide a coating agent for forming an anticlouding layer having high anticlouding property, exhibiting anticlouding property especially at a freezing temperature and having excellent durability of the anticlouding property, excellent abrasion resistance, etc., and provide a method for forming the anticlouding layer.;SOLUTION: The coating agent for forming an anticlouding layer is a two-pack type agent composed of a coating agent A containing an isocyanate component having isocyanate group and a coating agent B containing a polyol component and a surfactant having a group reactive with isocyanate. The polyol component at least contains a water-absorbing polyol and a hydrophobic polyol. Preferably, the amounts of the surfactant having a group reactive with isocyanate, the water-absorbing polyol and the hydrophobic polyol are 10-25 wt.%, 10-25 wt.% and 2.5-40 wt.% based on the sum of the isocyanate component, the polyol component and the surfactant having a group reactive with isocyanate, respectively.;COPYRIGHT: (C)2005,JPO&NCIPI
